I am thinking about purchasing a 21 mm unit. Is that considered a long throw?

Yes, 21mm is considered long throw.
The only time I use long throw free spinning random orbital polishers is for larger, flatter panels, show car polishing and soft paint.
Other than that, I finish out with one of the BEAST tools or a simple Porter Cable 7424XP

As Mike said, go with the porter cable. 21mm is best for large areas
